APS Certificate for Germany for Indian Students
The APS certificate is an academic-document verification document issued through APS India for applicants using Indian academic documents in connection with study in Germany. It is separate from university admission, anabin recognition and the German student-visa decision.
Whether you need APS depends on the institution that issued your academic documents and on your academic and application route. Before paying or sending documents, use the official APS requirements quiz and the checklist for your category. Selected Master’s applicants must also check the dMAT rules for the Summer Semester 2027 intake and later intakes.

Eligibility and exemptions: check these before paying
APS India is the Academic Evaluation Center for applicants whose academic documents are being used in the Germany study process. The issuing institution is decisive for the relevant APS assessment, so do not decide only from your nationality or intended university.
APS India publishes separate guidance for Class XII graduates, JEE applicants, undergraduates, graduates or postgraduates and partnership procedures. The approved information does not provide one universal exemption list. Instead, use the official requirements quiz and the checklist that match your academic documents and route.
For selected Master’s applicants, dMAT is an additional requirement rather than an exemption from APS. The affected-fields guidance is not exhaustive. If your degree is mixed, related or difficult to classify, do not assume that you are outside the scope; use the official field guidance and seek clarification from APS India if necessary.
Eligibility and exemption summary
| Applicant situation | What to check | Current position |
|---|---|---|
| Academic documents issued by an Indian institution | The APS requirements quiz and the checklist for your academic category | Check the applicable APS procedure; the issuing institution is decisive. |
| Class XII, JEE, undergraduate, graduate or postgraduate route | The category-specific APS guidance | Do not combine checklists from different categories. |
| Selected Master’s applicant in a degree-field group listed in the dMAT guidance | The affected-fields guidance and intended intake | dMAT may be required for Summer Semester 2027 and later intakes. |
| APS registration completed before 29 June 2026 | The registration date and the relevant APS procedure | Exempt from dMAT for that APS procedure. |
| Complete APS documents shipped before 29 June 2026 | Proof that the complete documents were shipped before the cutoff | Exempt from dMAT for that APS procedure. |
| APS certificate already received for the completed procedure | The completed procedure to which the certificate relates | The dMAT page confirms an exemption for that completed procedure. |
| Field or degree classification unclear | The official academic documents and current APS clarification | Do not assume exemption; the affected-fields document is guidance and not exhaustive. |
This is a route-selection summary, not a replacement for the current APS quiz, checklist or dMAT page.
What is an APS certificate?
APS stands for Akademische Prüfstelle. APS India verifies academic documents for applicants using them in connection with study in Germany. APS verification is separate from admission to a German university.
The university or admissions service makes the admission decision, while the German Missions in India handle the relevant visa process. An APS or dMAT certificate does not itself establish university admission or guarantee visa approval.
Choose the correct APS procedure
Route-selection checklist
- 1
Identify your academic stage
Record whether your route is based on Class XII, JEE, undergraduate study, a completed Bachelor’s or Master’s degree, or a partnership procedure.
- 2
Use the official APS requirements quiz
Use the APS India requirements quiz to identify the procedure that matches your academic documents and intended study route.
- 3
Open the matching checklist
Read that category’s checklist in full. The Bachelor’s/Master’s leaflet should not be treated as a universal document list.
- 4
Check dMAT if you are applying for a Master’s
Compare your degree field and intended intake with the current dMAT page and affected-fields guidance, including the transitional rules.
- 5
Confirm the live instructions
Before payment or document dispatch, recheck the current APS application page, APS notices and the German Missions in India guidance relevant to your visa route.
APS documents: use the checklist for your category
APS India publishes procedure-specific document guidance. Begin with the checklist matching your academic background rather than copying a general list from another applicant. The June 2026 Bachelor’s/Master’s leaflet is for the individual procedure for students with a Bachelor’s or Master’s degree and does not establish a universal list for every applicant category.
Check the current instructions for the academic records, identity documents, authorisations, translations, notarisation and submission format that apply to your procedure. If a document is in an Indian regional language, follow the current APS instruction for that category instead of assuming that an informal translation is acceptable.
Keep copies of what you submit and retain submission or courier records where applicable. If APS requests clarification or contacts an issuing institution, respond using the official instructions and keep the communication organised.
Do not mix category checklists
The approved research does not establish one complete document list for every APS applicant. A document list from a Bachelor’s or Master’s procedure may not apply to a Class XII, JEE, undergraduate or partnership procedure.
APS fee and submission: follow the live sequence
The June 2026 Bachelor’s/Master’s leaflet lists an APS procedure fee of INR 18,000 and describes it as non-refundable. The current APS application page confirms that the fee is non-refundable but does not display a numeric amount in the retrieved visible page content. Confirm the amount shown in your current APS account or payment step before paying.
Use this operational sequence: first select the correct APS procedure and prepare its checklist; then open the current application and payment step; verify the amount and any live instructions shown there; pay only after confirming the non-refundable condition; finally follow the current instructions for submitting or dispatching the complete documents. Do not rely on an email, personal-delivery method or older guide unless the current official APS instructions say it is accepted.
After submission, retain the application details and courier or submission records where applicable. The payment amount and document-submission instructions should be checked again immediately before you act because the current page presentation does not show the numeric fee amount.
Treat the APS fee as non-refundable
The official APS application page and FAQ state that the fee is non-refundable regardless of the verification outcome. Confirm the current amount before payment, but do not plan on recovering the fee after paying.
How long does APS verification take?
APS India publishes a minimum verification period for its process, but its FAQ does not provide a fixed individual processing time. The timeline can depend on the completeness of your documents and the verification required for your academic records.
Avoid making an admission or visa plan depend on an assumed APS turnaround. Submit a complete, legible set for the correct procedure, monitor official APS instructions and respond to requests through the official process. No guide can guarantee the date on which an individual certificate will be issued.
The 2026 dMAT requirement for selected Master’s applicants
APS India’s current dMAT guidance applies to selected Master’s applicants in the listed degree-field groups for the Summer Semester 2027 intake and later intakes. The affected-fields PDF is guidance and is not exhaustive. A related or mixed degree may require classification based on the official academic documents and, if unclear, clarification from APS India.
dMAT does not replace APS document verification, anabin or formal recognition requirements, or the German university’s admission decision. The APS dMAT page was updated on 13 July 2026 and clarifies the submission sequence: an affected applicant may submit APS documents before the dMAT certificate is available, but APS cannot issue the APS certificate until the dMAT certificate has been submitted and checked.
dMAT fields, intake timing and transition rules
| Scenario | Field or intake position | Recommended action |
|---|---|---|
| Master’s applicant in a degree-field group listed in the official affected-fields guidance | Potentially affected; the PDF is guidance and not exhaustive | Compare the official academic documents with the current dMAT page and field guidance. |
| Master’s applicant for Summer Semester 2027 or a later intake | The current dMAT scope applies to selected listed degree-field groups | Check dMAT before submitting the APS procedure. |
| Degree is mixed, related or not clearly classified | The affected-fields document does not provide a complete answer for every possible degree | Do not assume exemption; seek classification or clarification from APS India where needed. |
| APS registration completed before 29 June 2026 | Transitional exemption | No dMAT is required for that APS procedure. |
| Complete APS documents shipped before 29 June 2026 | Transitional exemption | No dMAT is required for that APS procedure. |
| APS certificate already received for the completed procedure | Exemption for that completed procedure | The dMAT page confirms that the completed procedure is exempt. |
| Affected applicant has submitted APS documents but dMAT is not yet available | Submission may proceed before the dMAT certificate is available | The APS certificate cannot be issued until dMAT is submitted and checked. |
The official affected-fields PDF is not exhaustive. Check the current APS dMAT page for the wording that applies to your procedure.
APS, anabin, admission and the student visa are separate
APS verification is not the same as checking an institution or qualification in anabin. The dMAT page expressly says that dMAT does not replace anabin or formal recognition requirements. If your university or degree has an unclear recognition status, treat that as a separate issue and follow the recognition or admissions guidance relevant to your route.
APS also does not replace the university application. A university or admissions service decides whether you are admitted. An APS certificate is not visa approval. For the visa stage, check the current German Missions in India student-visa information and checklist, and follow the instructions applicable to your location.
VFS or another submission channel may be part of the visa process, but it does not turn APS into a visa decision. Keep APS, university admission, anabin or recognition and the visa application as separate workstreams.
Digital APS certificates: short validation checklist
Before submitting a digital APS PDF
Check the source
Use the digital PDF issued through the APS process and give priority to the latest APS notice for current technical warnings.
Check that it is unchanged
Confirm that the PDF has not been renamed, merged, compressed, scanned or otherwise edited.
Check the APS seal
Verify that the certificate is sealed by APS India and that the seal was valid when issued, as instructed in the July 2026 notice.
Keep it standalone
Submit the original standalone PDF in its original form. Do not create a replacement scan or combined file.
Interpret reader warnings carefully
A PDF-reader warning does not by itself mean that the digital APS certificate is invalid. If the warning remains unclear, follow the current APS notice or FAQ rather than the older manual.
The older digital-certificate manual is supplementary
The digital-certificate manual predates the July 2026 seal update. For a current signature-warning scenario, give priority to the latest APS notice and FAQ.

Frequently asked questions
Is the APS certificate required for every Indian student going to Germany?
There is no single answer based only on nationality. APS India says that the institution issuing the academic documents is decisive, and the correct procedure also depends on the applicant’s academic background. Check the official APS requirements quiz and the checklist for your route.
What is the APS fee for Indian students in 2026?
The June 2026 Bachelor’s/Master’s leaflet lists INR 18,000 and says the fee is non-refundable. The live APS application page confirms that the fee is non-refundable but does not show a numeric amount in the retrieved page content. Confirm the amount in your current payment step before paying.
Does APS guarantee admission to a German university?
No. APS document verification is separate from the university’s admission decision. An APS or dMAT certificate does not itself establish admission.
Does dMAT replace APS or anabin?
No. APS India describes dMAT as an additional APS documentation element. It does not replace APS document verification, anabin or formal recognition requirements, or the university’s admission decision.
Can I submit APS documents before receiving my dMAT certificate?
For an affected applicant, APS India’s 13 July 2026 clarification allows APS documents to be submitted before the dMAT certificate is available. However, the APS certificate cannot be issued until the dMAT certificate has been submitted and checked.
What if my digital APS PDF shows a signature warning?
A PDF-reader warning does not by itself mean that the certificate is invalid. Follow the current APS notice, verify that the PDF is unchanged, sealed by APS India and that the seal was valid when issued, then submit the original PDF without renaming, merging, compressing, scanning or editing it.
How long will APS verification take?
APS does not provide a fixed individual processing time. Prepare a complete application for the correct procedure and do not rely on a guaranteed turnaround when planning admission or visa steps.
